MoHUA and GIZ Launch Advisory on Compressed Biogas from Municipal Waste

A publication titled ‘Advisory on CBG Plants based on Municipal Solid Waste’, co-developed by the Municipal of Housing and Urban Affairs (MoHUA), Government of India, and GIZ, was launched by the Hon’ble Minister of Ministry of Housing and Urban Affairs, Shri Manohar Lal, on 17th July 2025. The advisory launched during the Meeting of Urban Development Ministers (organised as part of Swachh Survekshan, 2025) by MoHUA, is aimed at supporting stakeholders, including, State Urban Development Departments, ULB officials and private sector in taking informed decision towards setting up, operation and maintenance of compressed biogas plants based on municipal solid waste.

Developed as part of the Mitigation Action Facility supported ‘Waste Solutions for a Circular Economy in India’ project and ‘Management of Organic Waste in India’ project, the advisory brings the following to the table:

  • India's CBG potential and targets for the States.
  • Structured guidance for Urban Local Bodies (ULBs) and private developers
  • Clarity on CAPEX, OPEX, Grants, VGF, and financial models.
  • Real-world case studies from cities leading the transition.
  • A roadmap that aligns with the Govt. of India’s Swachh Bharat Mission 2.0,  GOBARdhan scheme, SATAT, and India’s clean energy and climate goals.
